The Heart Behind Cat Angel Network
Cat Angel Network was founded in 1996 by Charlotte Jay and Elaine Richert. What began as a personal mission to rescue a pregnant cat quickly grew into a full-fledged organization — one fueled entirely by compassion, community, and a deep belief that every cat deserves to be safe, healthy, and loved.
Their vision was simple but powerful: to create a no-kill cat rescue in Pennsylvania that relied on everyday people — not large institutions — to make a difference. Cat Angel Network was built as a 100% volunteer-run organization, rooted in foster care, grassroots support, and education about responsible pet ownership.
Over the years since 1996, thousands of cats have found forever homes, and a strong, compassionate network of volunteers, fosters, and adopters continues to grow.
Although Charlotte passed away in 2025, her legacy lives on in every life Cat Angel Network touches. Her mission remains our guiding light — and her love for cats continues to inspire everything we do.
